Yeah its very rare case usually happens whenever brain is affected mainly cerbellum and Broca's area mainly responsible for speech production...usually heppens in psychotic patients too...One thing need to be clear that this doesn't mean that patient start speaking foreign langauage just accent changes...what happen actually, because of dengeneration in brain..patient  often dropped consonants, such as "d," from the ends of words (e.g., "fren" for "friend").so it appears likes that they r speaking with different accent...otherwise no other abnormality in this case...
