It is already known to give babies the best start in life, but experts now say that breast milk may also hold the key to beating diseases -- from Alzheimer`s to cancer.
An international team says that breast milk contains stem cells that could potentially beat diseases from Alzheimer`s to cancer. The milk is rich in stem cells, which have chameleon-like properties found in those taken from embryos. The milk could provide a ready and ethical source of stem cells, which are widely seen as a "repair kit" due to their potential to turn into any cell type in the body.
Cancer, blindness, diabetes, Alzheimer’s and Parkinson`s diseases and paralysis could all potentially be healed by the power of "master cells", say the scientists. Prof Foteini Hassiotou at the University of Western Australia, was quoted by the `Daily Mail ` newspaper as saying, "Breast milk offers a new exciting opportunity for stem cell therapies." However, Prof Chris Mason at University College London said more proof is needed that the cells are as versatile as billed, but added: "If they are truly embryonic, this will be another way of getting stem cells that would not raise ethical concerns."
Even if they do not turn out to be as versatile as hoped, said Newcastle University stem cell scientist Lyle Armstrong, a woman could still bank stem cells from her milk and use them to help in the treatment of a disease such as diabetes later in life. Finance Minister Pranab Mukherjee indicated that he was not contemplating any downward revision in the disinvestment target of Rs.40,000 crore set for the current fiscal, as of now. The government's effort would be to achieve it but much would depend on various other factors.
“I am not revising it [disinvestment target] right now. We have fixed the target and we will try to achieve it, but it depends on many other situations, particularly the economic health conditions,” Mr. Mukherjee told the media on the sidelines of a seminar on disinvestment. Till date, the government has been able to mop up a mere Rs.1,145 crore through the sole equity sell-off in the Power Finance Corporation (PFC). Stock markets have remained either very volatile or in a tailspin in the wake of the global economic uncertainties such as the slowdown in the U.S. and the ongoing eurozone sovereign debt crisis.
As a result, all public offerings of public sector undertakings (PSUs) lined up for stake sale in 2011-12 have been kept in abeyance. With more than half the fiscal year over, questions are not being raised in various quarters as to whether the disinvestment target can at all be met. Referring to these concerns, Mr. Mukherjee said: “All these aspects have to be taken into account and the government will take a decision at the appropriate time.” PSUs that were initially lined up for stake sale were SAIL and Hindustan Copper (HCL), ONGC, BHEL, RINL, Hindustan Aeronautics and NBCC, among others.
Earlier, inaugurating the seminar on ‘PSU disinvestment through listing — a tool for improved corporate governance' here, Mr. Mukherjee maintained that the government would retain at least 51 per cent shareholding in PSUs to keep them in the public sector fold while pointing out that a higher stake unnecessarily locked up capital which could otherwise be deployed in social sector development. “Keeping more than 51 per cent equity in government companies locked-up does not make economic sense when such valuable resources are required for redeployment in area where development is needed … Retaining more than 51 per cent government shareholding in a company has no impact on its character as a CPSE [Central public sector enterprise] and it only keeps government investment locked up, often at a value which may be lower than what the market would offer,” he said.
Mr. Mukherjee said there were 50 listed Central PSUs now which accounted for 22.25 per cent share of the total market capitalisation on the Bombay Stock Exchange. “Through the public offerings of CPSE, the government has endeavoured to unlock the true nature of these public sectors and, most important, to provide an opportunity to the people of India to become shareholders in these companies,” he said. Mr. Mukherjee asserted that the true worth of a company could only be gauged on its listing and when its shares were publicly traded, which unlocked the true value of the company.

With airfares mounting in the last couple of weeks primarily due to cancellation of Kingfisher flights, aviation regulator DGCA on Thursday warned airlines not to raise air ticket prices beyond a given range.
 "There are price bands. Probably, the airlines are operating on the highest bands. ... Some upward movement due to large scale cancellations by a big airline (Kingfisher). We are closely monitoring the fares. We keep nudging them (airlines) if they go beyond the price band," DGCA chief E K Bharat Bhushan told reporters here. Expressing hope that the fares would "level off soon," he said the airlines should have "transparency" in fixing airfares and follow the rules made by the DGCA in this regard.
Crisis-hit Kingfisher has cancelled over 200 flights since last week. To questions on the show-cause notices issued by the Directorate General of Civil Aviation to Kingfisher, SpiceJet and IndiGo for non-utilisation of slots alloted to them and not flying as per their approved schedules, Bhushan said he had received replies from these airlines on the issue. Indicating that unused flight slots could be transferred to other airlines, he said, "We have asked airport operators to give details of slots not being utilised by any airline. We will take decisions under the Route Dispersal Guidelines (RDG).
 "Airports will give me more information about unutilised slots. Its important that we should not make any knee-jerk reaction on the slot policy". Airlines are allotted slots as per their flight schedules approved by the DGCA. They have to inform the regulator in advance if they plan not to use these slots in accordance with the laid down rules. The three airlines were issued show-cause notices under these rules.
 Asked about ailing Kingfisher Airlines wanting to directly import jet fuel, Bhushan said the Finance Ministry would take a final call on the matter. Kingfisher promoter Vijay Mallya on Tueday said that the company has applied to Directorate General of Foreign Trade (DGFT) for direct import of jet fuel, which would reduce fuel costs drastically. Jet fuel costs are almost 50 per cent of the total operating costs of the airline.

Already at the receiving end of political backlash after the petrol price revision, the government is not looking at raising prices for now of subsidised diesel, kerosene and cooking LPG despite oil PSUs losing a record Rs 360 crore per day.
A top oil ministry official said it will be "suicidal" to even think of raising prices of diesel, LPG or kerosene just before Parliament is to meet or even during the one-month long session. The winter session of Parliament begins on Tuesday. The Ministry, which had given oil firms a tacit approval for the November 4 hike in petrol price by Rs 1.80 per litre, was taken by surprise by the criticism revision in price of a commodity that was decontrolled or freed from government control generated.
It was even more astonished when the November 16 reduction in petrol price by Rs 2.22 a litre in line with falling global oil rates, was not praised but criticised as a decision taken for political considerations. "Both decisions were dictated by economic considerations - the hike because of fall in rupee and reduction because of dip in international oil prices," the official said but agreed that the political backlash could have been avoided if the oil companies had waited for few more days before raising rates.
 Oil companies pressed for a hike as they were losing Rs 1.52 a litre on petrol (excluding local sales tax) because of weakening rupee. But had they shown little more patience, the loss would have been more than neutralised by the Rs 1.85 per litre gain they made because of fall in global oil rates in next 10 days. "The oil companies passed on to consumers whatever gain they made," the official said.

 Both the precious metals, gold and silver, extended losses for the second straight session on Friday, on heavy selling by stockists amid steep fall in their prices in global markets.
While gold tumbled by Rs 265 to Rs 29,090 per 10 grams, silver dropped by a whopping Rs 2,425 to Rs 55,075 per kg on reduced offtake by jewellers and industrial users. Poor demand at existing higher levels further dampened the trading sentiment, traders said.
Gold fell the most in more than seven weeks in global markets, as commodities and equities slumped after ratings agency Fitch said that US banks face a “serious risk” from Europe’s debt woes. They said poor demand at existing higher levels was another dampening factor for the metal. Gold in global markets, which normally sets the price trend on the domestic front, plunged by $42.30 to $ 1,719.90 an ounce and silver by 5.91 per cent to $31.81 an ounce in New York on Thursday evening.
On the domestic front, gold of 99.9 and 99.5 per cent purity plunged by Rs 265 each to Rs 29,090 and Rs 28,950 per 10 gram. It had lost Rs 85 on Thursday. However, sovereigns remained flat at Rs 23,300 per piece of eight grams in restricted buying. In a similar fashion, silver ready dropped by Rs 2,425 to Rs 55,075 per kg and weekly-based delivery by Rs 2,730 to Rs 54,475 per kg. Silver coins also tumbled by Rs 3,000 to Rs 62,000 for buying and Rs 63,000 for selling of 100 pieces.

Money from Punjab state exchequer spent on advertisements issued to a television channel by the Punjab public relations department, was going into the pockets of ruling Badal family, said a document placed on record before the Punjab and Haryana high court.
 The court has asked chief minister Parkash Singh Badal and his son and deputy chief minister Sukhbir Singh Badal to respond to the allegation. Application was placed on record by a division bench comprising Justice M M Kumar and Justice Rajiv Narain Raina. It's all in the family as Sukhbir Badal is the state public relations minister, a portfolio earlier held by his brother-in-law Bikram Singh Majithia.
And, the money was routed to a channel owned by the Badals through an agency owned by Sukhbir's wife and Akali MP from Bathinda, Harsimrat Badal, the document said. However, the exact amount chanelled in this fashion has not been mentioned. Stunning revelations surfaced on Friday in the application filed by barrister Himmat Singh Shergill during the hearing of an ongoing public interest litigation (PIL) filed by him, challenging Punjab's transport policy allegedly manipulated for personal profits by the Badal family.
 In his application, Shergill said, "It is pertinent to bring to the notice of the high court that government of Punjab gives advertisements to PTC channels worth huge amounts of money which is under the aegis of G-Next Media Private Limited, a subsidiary company of Gur-Baz Media Private Ltd, which is further a subsidiary of Orbit Resorts Private Limited." "Orbit Resorts, owned by the Badal family, has around 99% shares in Gur Baz Media, which has 99.97% shares in G-Next Media, under which PTC channels are run. The government advertisements issued to the channels were actually translating into monetary benefit to the companies, in which the Badal family have substantial interest," Shergill stated.
 He submitted to the court that as per documents of the Union ministry of corporate affairs, Harsimrat Badal is the managing director of Orbit Resorts Private Limited and drawing a remuneration of Rs 3.60 crore per annum. "Parkash Singh Badal, Sukhbir Badal, Harsimrat Badal, her brother Bikram Singh Majithia, his father-in-law Satyajit Singh Majithia, his mother-in-law Sukhmanjus Majithia, his sister Praneet Kaur Kairon have been shareholders in Orbit Resorts Private Limited at some time or at all times. They also have stake in Baaz Transporters Private Limited,
 Dabwali Transport and Real Estate Private Limited," the application said. In support of his claims, Shergill annexed documents of these companies owned by Badals. He said these were procured from the Union ministry of corporate affairs with the assistance of a chartered accountant and company secretary. In his application, Shergill has sought an inquiry of the entire issue by CBI or any other agency not under the direct or indirect control of the CM and his son, or from a sitting or a retired high court judge. The case would come up for hearing on December 14.

Deputy Chief Minister Sukhbir Singh Badal accused People’s Party of Punjab chief Manpreet Badal of “entering into a secret understanding with Union Finance Minister Pranab Mukherjee to become the chief minister of Punjab by forgetting Congress party’s role in the 1984 anti-Sikh riots”.
Sukhbir, who was in Gidderbaha to hold a series of Sangat Darshan programmes, alleged that Mukherjee “dangled the carrot of chief ministership, asking Manpreet if he could cause a split in SAD and bring 40 SAD MLAs with him”. The SAD president alleged that Manpreet dreamt to “overthrow” Chief Minister Parkash Singh Badal, who “launched” his (PPP chief’s) political career.
But the committed Akali MLAs and workers “recognised the true face” of Manpreet, he added. “Following this, Congress withdrew from the scene and left Manpreet in the lurch after sensing that his experiment had failed,” said Sukhbir

Reacting to SAD chief Sukhbir Badal's challenge to prove his worth by contesting either from Lambi or Giddarbaha, PPCC president Amarinder Singh said if contesting from others' constituencies was a proof of a politician's worth, then Sukhbir should fight from Patiala. "He will get to know where he stands," Captain told the crowd at 'Punjab Bachao' rally, here.
 Stressing that it was a "childish" challenge, Amarinder said, "The planning of both father-son to run away from their constituencies of Lambi and Jalalabad is even more childish than this. But like Badals, I am not in the habit of running away from my constituency." Promising to "usher in a prosperous and progressive Punjab where no youth would remain unemployed and where no farmer would be distressed to commit suicide", Amarinder asked Sukhbir to spell out the development he was claiming to have done for which he was seeking votes from the state people.
"If vendetta, intimidation and money could win elections, Om Prakash Chautala would never have been defeated as he intimidated people and DMK would not have lost in Tamil Nadu even after spending Rs 4,500 crore". Factionalism between party MLAs came to the fore when Faridkot MLA Avtar Singh Brar asked his followers to raise hands to show their strength in the rally. Avtar Brar was reacting to Kotkapura MLA Ripjit Brar's assertion that the Capt meet his followers, who have come from far-off villages. Avtar Brar said followers of many leaders have come, but senior leaders must remain in discipline. Both Brars and some youth Congress leaders maintained distance throughout the rally.

People are fed up with the Amarinder-Sukhbir brand of dirty politics where the only agenda is ‘tu-tu main-main’, said People’s Party of Punjab (PPP) president Manpreet Singh Badal said. This was a major feedback received during interactions with people in all the 117 constituencies of Punjab, he added.
“One of the first acts of the PPP-led Sanjha Morcha government (when it comes to power) would be to abolish the VIP culture exemplified by these two leaders, who are only concerned with abusing each other and have failed to bring any meaningful agenda in the state. The Amarinder-Sukhbir duo are symbols of the defunct feudal culture,” Manpreet said. He said that the Sanjha Morcha would bring about a new culture, which dwells on the future of people of Punjab and not the future of the Amarinder-Sukhbir duo.
“Time has come for a new brand of politics and a new breed of politicians who think for the people, and want to bring about a revolutionary change in state politics,” Manpreet said, adding that people do not want to listen to same slogans, which have been repeated for over a decade. Manpreet said it was painful to see the leaders of the two parties indulging in a mud-slinging match “The 2012 elections will yield results which will knock out the last remains of the Amarinder-Sukhbir culture,” Manpreet added.
