Kamal Ganzouri, who served as prime minister under President Hosni Mubarak, regained the post Friday as competing protests drew tens of thousands of demonstrators in the capital.
"We are here to serve our nation," said Ganzouri, who served as Mubarak's defense minister for 20 years.
Ganzouri told reporters that Hussein Tantawi, field marshal of the Supreme Council of the Armed Forces and Egypt's dominant force since Mubarak's ouster in February, "made it clear to me, he is no longer willing to stay in power. If he told me otherwise, I'd not have accepted to take this role."
Ganzouri said he had asked for time to form a cabinet "that will be accepted by everyone."

Ganzouri took the job after Egypt's military rulers asked him to form a government of "national salvation."
The development came days after former Prime Minister Essam Sharaf and his government quit en masse and days before parliamentary elections scheduled to begin Monday. The high military council decided Friday to extend voting in the election to two days for each stage of the election, which will take several months, according to state-run Egypt TV.
"Of course, the new government cannot be formed before Monday's parliamentary elections," Ganzouri said.
Ganzouri, who was Egypt's prime minister between 1996 and 1999, is to remain prime minister until at least January 10, when results of the parliamentary elections are finalized, said Aly Hassan, a judicial consultant. After that, Parliament would have to back Ganzouri for him to retain the position.
Russian's Special Representative for Africa, Mikhail Margelov, had said any new prime minister would likely play a technical role, one that will require he not only run the government but "ensure the relevant political climate ahead of the elections," the Russian news service Interfax said.
The Alliance of the Revolutionaries of Egypt had proposed Mohamed ElBaradei, a 2005 Nobel Peace Prize winner and a frontrunner for the presidency of Egypt, to take over as prime minister, said coalition member Musad Ibrahim. He criticized the choice of Ganzouri, saying that he is 81 years old and asserting that "all his projects (in government) were failures."
"The security council wants someone they can control, and Ganzouri is their man," Ibrahim said.
Ganzouri takes the helm at a time of tremendous change, which he acknowledged in his news conference, saying that his new powers "are a lot more than I ever had ever before."
In Washington, the State Department tweeted that the new government "must be empowered with real authority immediately" and that the country's transition to democracy "must continue, with elections proceeding expeditiously, and all necessary measures taken to ensure security and prevent intimidation."
Several demonstrations in Egypt Friday could test whether the nation besieged by recent violent protests can remain peaceful after days of clashes.
By Friday, the death toll from the clashes stood at 41, including 33 in Cairo. An additional 3,250 have been wounded, said Dr. Hisham Shiha of Egypt's Health Ministry.

He told CNN that many of the casualties had been shot by "live ammunition, rubber bullets and birdshot."
Friday's protests in Cairo's Tahrir Square have been dubbed "last chance."
There, tens of thousands of people massed Friday. Among them was ElBaradei, according to his Facebook page.
The alliance of protesters in the square "rejects the appointment of Ganzouri," a Nile TV reporter said. "They want a new name, a true national salvation government that doesn't include any old guard from the despot regime, and that the new cabinet has ministers who can represent them, their ages, their ambitions."
After five days of violence, the scene in Tahrir Square had calmed by Thursday, when soldiers erected barricades to separate protesters from police.
Demonstrators in the square have called for the interim military rulers to step down. The square was the epicenter of the movement that led to Mubarak's ouster as president nine months ago.
Also Friday, the Muslim Brotherhood was holding a "Victory to Jerusalem" demonstration, and a pro-military march started Friday afternoon in the upscale neighborhood of Abbasiya Square. There, supporters of the Supreme Council of the Armed Forces gathered in numbers smaller than those in Tahrir Square. Some held a banner that said, "To the defenders of the nation, we say Thank you." State-run Nile TV showed the crowd chanting, "The people and the military are ONE hand!" "Whoever loves Egypt doesn't destroy Egypt!" and "Enough! Enough! Let the people live!"
Meanwhile, Jehane Noujaim, an Egyptian-American documentary film producer who was arrested Wednesday, has been released, her lawyer Ragia Omram said Friday. Three American college students detained this week for allegedly throwing Molotov cocktails have been ordered released, but it was not clear when that order would be carried out.
Egypt's military leaders apologized Thursday for the deaths of protesters, vowing to prosecute offenders and pay the medical bills of the wounded.
"The Supreme Council of the Armed Forces presents its regrets and deep apologies for the deaths of martyrs among Egypt's loyal sons during the recent events in Tahrir Square," said the message, which was posted on the council's Facebook page. "The Supreme Council of the Armed Forces confirms that it is making every sincere effort to prevent such events from happening again."

Jet Airways (India) Ltd., the nation’s largest carrier, jumped the most in five months in Mumbai trading on speculation a meeting between Prime Minister Manmohan Singh and airline chiefs may lead to help for the unprofitable industry.

Singh may also discuss a possible move to let overseas carriers buy into local airlines at the meeting, Mint newspaper reported earlier today, citing an official it didn’t identify who will attend the discussion.

Airline Losses

India’s three listed carriers and state-owned Air India Ltd. have all struggled to turn surging travel demand into profits because of high fuel costs and price wars. Kingfisher Air has also sought government assistance, as it cuts flights and seeks new loans amid a cash shortage.

Kingfisher’s billionaire Chairman Vijay Mallya said earlier this month the government must help carriers by reducing jet- fuel taxes that average about 25 percent. He also called for an easing of foreign-investment rules.

Kingfisher, Jet and SpiceJet together posted combined losses of about 15 billion rupees ($286 million) in the quarter ended Sept. 30. The nation’s airlines may lose about $2.5 billion in the year ending in March, according to CAPA Centre for Aviation, an industry consultant.

The cabinet is planning to discuss a proposal to allow foreign carriers to buy stakes in local airlines, a civil aviation ministry official, who declined to be identified, citing government policy, said last week.

The ministry has recommended that foreign airlines be permitted to purchase up to 24 percent of local carriers, the official said. In the retail sector, overseas investors will now be allowed to own as much as 51 percent of ventures selling more than one brand

Three days after the prisoners started rioting inside the Modern Jail on the outskirts of Kapurthala, after a prisoner allegedly died for want of treatment, the jail officials during the preliminary assessment have put the losses at a whopping Rs 20 crore.
            Jail Superintendent Surinder Singh Saini said that the estimates have not yet been finalised even as the PWD officials and other agencies are assessing the damages caused to the jail property by the inmates. Sources said that the entire 50-bed hospital, included its ICU ward and latest equipment, was reduced to ashes while water supply pipes, LCD TVs, doors, windows, concrete structure of various barracks, CCTV network, meeting room have been destroyed.
It may be noted that jail inmates had set everything on fire on Sunday after the death of an inmate in jail. They also tried to ransack the entire jail, which was inaugurated just 20 days back. The police sources said that the arson would cost heavy to the government exchequer as it is an unavoidable expenditure and cannot be delayed for long. Meanwhile, it was learnt that some jail inmates who were drug addicts have been sent to the Civil Hospital, Kapurthala, as they were showing withdrawal symptoms following the non-supply of the drugs in the jail.
Jail superintendent Saini admitted that withdrawal symptoms were reported in some of the undertrails. “We have been treating them in jail after doing some temporary arrangements and some of them were being sent outside the jail to other hospitals for treatment,” he added.

TheApple iPhone 4S was Friday launched in the Indian market by leading telecom operators Bharti Airtel and Aircel at a starting price of Rs.44,500 for the 16-GB model.
The 32-GB and 64-GB versions of the smartphone are available for Rs.50,900 and Rs.57,500 respectively. The firms are also offering various data plans along with the handsets. Powered by an A5 chip, the phone delivers up to two times faster performance and seven times faster graphics. Its eight-megapixel camera allows users to also record 1080p HD video with image stabilisation.
The handset is equipped with the new operating system iOS 5 and also has over 200 new features, including notification centre and Twitter integration. The phone also has the new voice-activated personal assistant feature Siri, which allows for using voice to send messages, make calls, set reminders and many other things.

Finance Minister Pranab Mukherjee today said the tight monetary policy of the Reserve Bank which has helped in curbing inflation has also impacted growth.
 "While the increase in repo rate along with other monetary measures has impacted the inflationary pressures favourably, there are visible sign of moderation in the growth of different sectors of the economy," Mukherjee said in a reply to the Lok Sabha. The Reserve Bank has hiked policy rates 13 times since March, 2010 to contain the near double-digit inflation. Inflation for October stood at 9.73 per cent.
 India's GDP growth rate has been projected at 8.5 per cent in 2010-11, but there are apprehensions that it may slip below 8 per cent due to the global economic turmoil, coupled with high inflation and interest rates in the country. Mukherjee said the impact of such rate hikes is visible on the interest rate sensitive sectors, such as real estate, consumer durables and automobile, where demand is slowing.
 He said the government is monitoring the price situation regularly and is working on ensuring price stability. Food inflation, which account of 15 per cent in the overall inflation, stood at 9.61 per cent for the week ended November 12. He said the government has taken several steps to contain prices of essential commodities by reducing import duty on wheat, onion and pulses to zero. Besides, a ban on the export of edible oil and pulses and futures trading in rice, urad and tur was among the measures taken by the government to moderate essential commodity prices.

Five Sikh Head Priests and Punjab Chief Minister Parkash Singh Badal today dedicated Sikh monument 'Virasat-E-Khalsa, depicting the evolution of Khalsa Panth, to humanity.
The grand museum covers the Sikh history right from Guru Nanak era to Guru Gobind Singh’s Khalsa Raj, depicting the unparalleled sacrifices of Sikhs for unity and integrity of the country. BJP national president Nitin Gadkari, religious heads of various sections, representatives of all castes and people from various countries attended the inauguration of the monument, which was described as a new symbol of humanity depicting universal brotherhood and love.
Mr Badal and Deputy Chief Minister Sukhbir Singh Badal honoured the people associated with the project with robes of honour. Speaking on the occasion, BJP president Nitin Gadkari expressed happiness to be associated with the inaugural function of Virasat-E-Khalsa that depicted 500-year old history of Khalsa Panth. He decsribed it as a world class project that "exceeds your imaginations." Mr Sukhbir Badal, in his address, described 'Virasat-E-Khalsa' as eighth wonder of the world that was set to put Sri Anandpur Sahib on global tourist map.
Akal Takht Jathedar Giani Gurbachan Singh described it as a important day in the history when the first project of its own kind depicting history and evolution of Khalsa Panth was being inaugurated. He said the vividly depicted sacrifices of Sikhs in this memorial were set to perpetuate the memory of martyrs. Speaking on the occasion, Mr Parkash Singh Badal thanked Almighty for giving him strength and opportunity to accomplish this monumental task and his humble duty towards Sikh Panth and humanity.
He said, "We should view Virasat-E-Khalsa rising above all religions, all parties, all castes as this monument is dedicated to the humanity denoting the message of ‘Sarbatt Da Bhala’ (welfare of all) given to us by the first Guru of Sikhs." Regarding the Moshe Safidi, the architect of the monument, Mr Badal said I had met him during my visit to Israel and could motivate him to plan and construct Virasat-E-Khalsa.

Union Agriculture Minister Sharad Pawar was Friday slapped in the face by a Delhi youth who had only four days ago kicked former minister Sukh Ram after he was sentenced in a corruption case.
 As his horrified aides watched and cameras whirred, Harvinder Singh attacked the minister who was walking with officials at the NDMC centre here. Pawar appeared to lose his balance momentarily but recovered fast. Dressed in a blue striped T-shirt, the turbaned Sikh took out his kirpan before he was overpowered by guards. "Sab chor hain... cheer doonga... cheer doonga (They're all thieves. I will rip them apart), the man shouted as he was being whisked away.
 The man who said he was a transporter from Rohini said the common person was fed up with rising prices of food items and corruption. "I am a man, I did this. Yes I'm right!" he shouted in rage. "Dikha diya maine... (I have shown it.) Today is Guru Tegh Bahadur martyrdom day," Harvinder Singh said defiantly as he was hustled away and added that he was responsible for the assault on Sukh Ram too. Harvinder Singh, who was detained at the Parliament Street police station, had Nov 19 attacked Sukh Ram at the Rohini courts complex after his sentencing in a 1996 telecom scam case. The octogenarian former minister was unhurt.
 Harvinder Singh was detained and subsequently released. Thursday's attack, amongst the few times that a minister has been attacked in public, seemed in a similar vein. Though Pawar underplayed the incident, condemnation came in from all quarters, including from Prime Minister Manmohan Singh who phoned him soon after. The Nationalist Congress Party (NCP) chief played it cool. "Why should I react? I won't call it breach of security because I don't take security with me. I'll see if this needs to be reviewed," Pawar told a news channel.
 "I was going to my car and there was a group of journalists and they were asking some questions. At the same time, I saw him (the attacker) trying to come forward... It looked like he was with the group of journalists," Pawar added. His daughter and NCP MP Supriya Sule added in a similar conciliatory tone that everybody had the right to protest in a democracy but violence must be condemned. "Let's forget about it and move ahead," she said, adding that her father was lucky to have escaped unhurt. Her party colleague Chhagan Bhujbal asked the central government to provide Pawar "full security".
 The issue also became the latest bone of contention between the Congress and the Bharatiya Janata Party (BJP), both of which condemned the attack. Congress spokesperson Rashid Alvi said BJP leader Yashwant Sinha's statement on price rise had incited Harvinder Singh. To which Sinha retorted: "They can't connect this incident to my statement. This is just politics." Anti-corruption crusader Anna Hazare, who has for long held politicians responsible for much of the ills of the country, first said when asked to react: "Was it only one slap?" Once he realised the gravity of what had happened, he clarified: "He (the accused) could have been angry, but it is not right to hit someone. Our democracy does not allow such attacks."

At a time when the government is arguing that " under-recoveries" for oil companies is forcing upward revision in petrol prices, its own coffers have seen windfall gains from taxes on high prices. Indirect taxes on petroleum fetched the exchequer Rs 1 lakh crore in 2010-11, a jump of 43% or over Rs 30,000 crore from the previous year.
 That's not all. The government's earnings from dividends and royalty payouts as well as profit petroleum from private oil contractors was a sizeable Rs 20,000 crore in the fiscal ending March 31, 2011. After the last hike on November 3, 2011, the petroleum ministry had said, "It is entirely misleading to calculate profit of oil companies based on the quotes of international crude and product prices of a few days." It also pointed out that the companies were expected to lose Rs 1,32,000 crore during the current financial year, or 26% of India's oil import bill.
Similar arguments have been put forward before and after every hike. But the rise in dividend payout of 13% in 2010-11 by the state-controlled oil companies over the previous year reveals a much better performance than most other corporate houses, particularly in a year when industry has been going through a global financial turmoil and slowdown.  After the recent hike in petrol price, the government had blamed the increase on the global situation, a "problem beyond control of the government". The rise in international crude prices and a devalued Indian rupee had led to a hefty oil import bill, it had said.
 However, against the claim that the oil companies and the government were sharing the burden of an abnormal hike in international crude prices, the income generated through indirect tax collections paints a different picture. The government's earnings through royalty, dividends and profit sharing have been steadily rising over the years. They have risen by 32% in 2010-11 compared to 2008-09. The government had in June cut duties to give some relief to the common man by reducing import duty on petrol and diesel from 7.5% to 2.5% while doing away with customs duty of 5% on crude oil. The excise duty on diesel was reduced by Rs 2.60 to Rs 2 per litre.

Calling for change in Punjab, the PCC President said, it was not the issue of merely changing the regime it was the question of safeguarding the future of coming generations.
''If Punjab is allowed to slide the way Akalis have made it to slide the coming generations will not forgive us,'' he said. Addressing the concerns of the border areas, the former Chief Minister said he had drawn up a comprehensive plan for special incentives to the industry along the 16 km border belt during his tenure and the Prime Minister Manmohan Singh had agreed to it. ''Unfortunately the Akalis abandoned the programme,'' he regretted while promising to take it up again once Congress forms the government.
