ederal safety regulators announced Friday that they have opened "a formal safety defect investigation" into the Chevrolet Volt over concerns the electric car's battery may pose a significant fire risk. The National Highway Traffic Safety Administration has been looking at the car for months, explaining in a press release that this includes crash-testing the Volt in May and conducting three tests last week focused specifically on the vehicle's lithium-ion batteries. "The agency is concerned that damage to the Volt's batteries as part of three tests that are explicitly designed to replicate real-world crash scenarios have resulted in fire," the administration said. "NHTSA is therefore opening a safety defect investigation of Chevy Volts, which could experience a battery-related fire following a crash." The agency noted that there are no known "real-world" instances of battery problems causing fires to erupt after a driver crashes a Volt, and added that "Volt owners who have not been in a serious crash do not have reason for concern." Nor has the federal regulator ordered any recall, though it did say that might occur "if NHTSA identifies an unreasonable risk of safety." The agency is working with General Motors, plus the federal defense and energy departments, "to assess the causes and implications" of the fires, it said. The agency reiterated guidelines for what drivers and first responders should do if an electric vehicle is involved in a crash, including taking precautions to avoid shocks and using "copious amounts of water if fire is present." No problems have been detected in other such cars. "NHTSA testing on electric vehicles to date has not raised safety concerns about vehicles other than the Chevy Volt," the agency noted. Earlier, GM spokesman Greg Martin said the automaker has been unable to duplicate the fires, even after subjecting the Volt battery pack to more than 300,000 safety tests. The Volt passed other safety administration tests for protecting vehicle occupants, earning a five-star rating for overall safety, side impact and rollover risk and four stars for frontal crash protection. "First and foremost, I want to make this very clear: The Volt is a safe car," Jim Federico, GM chief engineer for electric vehicles, said two weeks ago in a prepared statement. "We are working cooperatively with NHTSA as it completes its investigation."

The Finance Ministry approved 18 FDI proposals, including that of Dish TV and MCX, envisaging foreign investment of Rs 2,126 crore, while referring the application of Unitech Wireless to the Cabinet. The proposals were cleared following recommendations of Foreign Investment Promotion Board (FIPB). However, decision on 16 proposals including that of Religare Capital Markets and Cordia International Corp, USA, was deferred and 11 were rejected, the Finance Ministry said. The request of "Unitech Wireless (TN), amounting to Rs 8,250 crore, has been recommended for consideration of Cabinet Committee on Economic Affairs (CCEA)," the statement said. The company is seeking foreign investment to promote its telecom business including unified access services. FDI proposals envisaging investment of over Rs 1,200 crore and more are referred to CCEA for clearance. It also said that decision on Vodafone-Essar's request of transfer of shares from resident to non-resident to carry out the activities relating to telecommunication could not be taken as more deliberations were needed. "(Vodafone Essar's Rs 2,835 crore) proposal has been recommended for the consideration...after the receipt of inputs from concerned departments," it added. The government cleared Dish TV India's Rs 980 crore proposal to raise foreign equity to produce telecom equipment and marketing of mobile satellite communications. The statement further said MCX's (Multi Commodity Exchange of India) request for sale of equity shares through an Initial Public Offering (IPO) to Indians and Sebi registered FIIs has also been cleared. The proposal of Mauritius-based Ventureast Life Fund III LLC seeking induction of foreign equity worth Rs 950 crore in a trust has also been cleared.

Sarika Watkins-Singh, a teenager, who won a landmark victory in the British High Court in 2008 upholding her right to wear the kada to school as a symbol of her Sikh faith said that no Sikh organisation in the UK supported her as she fought the legal battle all alone. Sarika, who is half Welsh and half-Sikh, said that it was the British media that supported her throughout and played an important role in highlighting the case. Her victory in was later hailed as a groundbreaking achievement as it set a new benchmark for religious expression in public space. She was talking to mediapersons at her native village, Mannan, in Hoshiarpur district. Sarika is visiting her place for the first time after winning the legal battle. Villagers accorded her a warm welcome for fighting for her religious right. It may be remembered that Sarika was barred from attending classes in the Aberdare Girls’ School in the Welsh town of Aberdare in November 2007 for breaking its “no jewellery” rule. Then the only Sikh student in the 600-strong school, Sarika had appealed the school authorities to allow her to wear kada, which is an article of faith. The girl refused to take off the religious symbol following she was excluded from attending classes. Later, she filed a case against her school under the UK’s anti-discrimination laws. The British High Court upheld that the school’s dress code unfairly burdened Sarika’s freedom of religious expression. Her father Satnam Singh said that he was proud of his daughter for fighting for her rights. Sarika said that she was happy that she could uphold her faith by fighting for it instead of changing the school.
