Works fine on my iPod touch. You should just wait for like 4-5 seconds to let it load.
I just tested it and it works like a charm, so try again.

Yes, it is free and in the App Store. I think you may have been using the browser, it doesn't work in the browser. Use the official PJ Chat App.

Grenaaade ji did u have to review anything on Ur Itouch where they asked for Ur credit info n address before u got any free apps

To setup App Store, yes you need a valid credit card, but you won't be charged. It is standard procedure for the first time. Only if you buy an app that costs money will you be charged.
