We can discuss in here and I can explain what I know about photoshop and its elements.

Edited using Photoshop 8
Elements Used:
Filters- Darken edges, Diffuse, Extract, Liquify.
To Cut- Polygon Lasso tool
To resize used : Free transform
Saved in PSD ( Photoshop Document)
Layers used 4
Pictures used 2
Original and used Pictures are as follows so as the result
