i would say yes a person can be jatt/chamaar at the same time ..... as they are all part of the caste system .... and people in old ages determined the difference ..
If you wanna believe in caste then i will tell you one fact. jatt, chamar, tharkan, chura belong to the the same group of castes. the so called low castes.

If it was not for chamar sikhism will have died out ages ago, they kept it going. Chamar take sikhism very serious as history tells you.

Before sikhism jatts, chamars etc were not allowed to go to temples cus hindhu bramins said you were the untouchables. When sikhism was born chamars and chura were the first sikhs, they felt they were accepted within the social system. Jatts at this time were not baptising themselves as sikhs.
All the sikh gurus had there sikhs from chamar and chura castes.

Guru Gobind tested all his sikhs out one day, he wanted to try out his rifle as a gift on some sikhs, all sikhs at time thought there was something wrong with guruji. Two sikhs from a distant father and son went to guru ji and offered themselves as targets, they did not worry about there lives, they wanted to obey there guru. Guru Gobind singh said to all sikhs out of all you these are my true sikhs. Do you know wahat? They were CHAMAR.

i understand that jatt, chamar, churhey belong to same low-caste but my question was

can you be a Jatt and Sikh at the same time?
can you be a chamar and Sikh at the same time?
and from your answer I think you are saying they CAN be ____ and Sikh at the same time.

But this is WRONG!  I can tell you why?  But I'll let somebody else give it a shot if they want.
