i think u are just asking it in a wrong way aapke puchne ke dhang ne sare staff par swaliya nishaan khdaa kr diya hai

jab ki aap ko saaf saaf pta hai ke yeah kaam kis staaf member ne kiya hai phir bhi aap ne pure staff par swaal uthaya hai. I dont think ke jab bhi koi faisla liya jata hai yha par toh woh kisi ek mod ya staff member ka hota hai its a common decision maded by a team against any issue

baki rahi batt aapke topic ki toh shayad oske bare me gujjr apko behtr jawab talab kr skte hai
