Because there outer layer of electrons is loosely held.. N rubbing cause some transfer of electrons on the contact area.
This means that one surface has more electrons then it could hold causing an electron gradient and allowing the flow of electron (which in other words also called electricity)

The accumulation of positive and negative charge on the object surface when two surfaces are rubbed or separated.. n the Charge gradient cause the flow of electricity which can be seen in form of sparks
