Seven-month-old Mihag Gedi Farah was just hours away from death when his mother brought him to an aid camp in Dadaab, Kenya.

Mihag's mother embarked on a desperate mission to find aid after all her family's sheep and cattle died, walking for a week before she made it to the field hospital of the International Rescue Committee.

The baby boy, who weighed just 3.4kg when he arrived at the camp, now has only a 50/50 chance of surviving, doctors have said.

The startling image of the emaciated young Kenyan has become a reminder of the hardships faced by people in Africa.

Europe's humanitarian aid commissioner has told of the "heartbreaking" scenes in Somalia and Kenya.

Parts of the Horn of Africa are plagued with disease and starvation, and the UN has declared famine two pockets of Somalia and has warned of it spreading.

$41.15 million of additional aid has been sent to the region by the European Union, which will also provide another $88.81 million this year.

The plight of millions of Africans has worsened in recent times, with the worst drought in 60 years hitting regions of Kenya, Ethiopia, Djibouti and Uganda.

Commissioner Kristalina Georgieva warned of the desperate need of additional assistance in what she described as a “very, very dramatic emergency”.

Many Somalian refugees are fleeing to Kenya and Ethioia, and the two countries are struggling to cope with the influx.

“Let’s not forget, once they cross these borders, they turn into refugees who may never return and they are creating tremendous pressure on resources in these countries in very harsh parts of Kenya and Ethiopia,” Ms Georgieva said .

Some families had walked up to 30 days to try and reach the Ethiopian border, Ms Georgieva said. Many also make long journeys to Somalia's capital of Mogadishu in search of aid at the newly created camp there.

"Over the past month, UNHCR figures show that nearly 40,000 Somalis displaced by drought and famine have converged on Mogadishu in search of food, water, shelter and other assistance," said Vivian Tan, spokeswoman for the UN High Commissioner for Refugees.

"A further 30,000 have arrived at settlements around Mogadishu.

"In total, it is estimated that Mogadishu has received up to 100,000 internally displaced people over the last two months. The daily numbers are still around 1000 in July," Ms Tan said.

Local fighting has made the distribution of food more difficult for welfare workers.

At an emergency meeting on the Horn Africa drought in Rome Monday, officials said the UN had received about $US1 billion ($924.56 million) since first launching an appeal for the region in November 2010 but needs a billion more by the end of the year to cope with the emergency.

The World Bank on Monday pledged more than $500 million, with the bulk of the money set to go towards long-term projects to aid livestock farmers while $12 million would be for immediate assistance to those worst hit by the crisis.

However charities have slammed low aid pledges and say not enough is being done.

Aid agency Doctors Without Borders (MSF) warned in a statement on Tuesday that the situation remains dire for more than 387,000 mainly Somali refugees now in the Dadaab camp complex in eastern Kenya.

Thousands of refugees continue to arrive but are not receiving basic support, MSF said.

"Whilst many of these refugees remain on the outskirts of the camps they are still not receiving adequate assistance," MSF said in a statement.

"Delays in registration and access to food, water and shelter are tipping them over the edge."

The WFP flights will be carrying around 14 metric tonnes of high energy food aimed to combat malnutrition, especially for children.

Flights will also go to the Ethiopian town of Dolo on the border with Somalia and to the town of Wajir in northern Kenya.

Other organisations have already made relief deliveries, with the UN children's agency airlifting five tonnes of aid into rebel-held part of southern Somalia earlier this month.

The International Red Cross on Sunday said it had handed out 400 tonnes of food in drought-hit areas controlled by the hardline Shebab insurgents, the first ICRC-led drops into such areas since 2009.

The WFP was forced to pull out of southern Somalia last year after a series of threats and curbs on its operations from Shebab rebels, but it has continued to operate in Mogadishu and central and northern regions of the war-torn country.
In Mogadishu alone, WFP assists approximately 300,000 people and it has been scaling up operations with three new centres to feed the large numbers of internally displaced people flooding into the city from the south.

Mangal Pandey (c. 19 July 1827 – 8 April 1857) (Hindi: मंगल पांडे) was a sepoy (soldier) in the 34th Regiment of the Bengal Native Infantry (BNI) of the English East India Company. He is widely seen in India as one of its first freedom fighters. The Indian government has issued postage stamps commemorating him as freedom fighter and his life and actions have been adapted to the silver screen.

Early years

Mangal Pandey was born in July 1827 in the village Nagwa, in the district of Ballia, Uttar Pradesh, India to a Bhumihar Brahmin family.[1]

He joined the East India Company's forces in 1849 at the age of 22. Pandey was part of the 6th Company of the 34th Bengal Native Infantry and is primarily known for his involvement in an attack on several of the regiment's officers. This incident marked an opening stage in what came to be known as the Sepoy Mutiny of 1857 or the First War of Indian Independence. It is said that Pandey was a devout Hindu who practiced his religion diligently.

At Barrackpore on the afternoon of March 29, 1857, Lieutenant Baugh, Adjutant of the 34th Bengal Native Infantry (BNI), was informed that several men of his regiment were in an excited state. Further, it was reported to him that one of them, Mangal Pandey, was pacing in front of the regiment's guard room by the parade ground, armed with a loaded musket, calling upon the men to rebel and threatening to shoot the first European he set his eyes on. Baugh immediately buckled on his sword, placed loaded pistols in his holsters, mounted his horse, and galloped to the lines. Pandey, who heard the hoof-beat of the approaching horse, took position behind the station gun, which was in front of the quarter-guard of the 34th, took aim at Baugh and fired. He missed Baugh, but the bullet struck his horse in the flank, and horse and rider were brought down.[2] Baugh quickly disentangled himself and, seizing one of his pistols, advanced towards Pandey and fired. He missed. Before Baugh could draw his sword, Pandey attacked him with a talwar (a heavy Indian sword) and closing with the adjutant, slashed him on the shoulder and neck and brought him to the ground. It was then that another sepoy, Shaikh Paltu, intervened and tried to restrain Pandey even as he tried to reload his musket.[2]

English Sergeant-Major Hewson, had arrived on the ground, summoned by a native officer, before Baugh. He had ordered the jemadar in command of the quarter-guard to arrest Mangal Pandey. To this, the jemadar expostulated that he could not take Pandey on alone. At this, Hewson ordered him to fall in his guard with loaded weapons. In the meantime, Baugh had arrived on the field shouting 'Where is he? Where is he?' Hewson called out to Baugh, 'Ride to the right, Sir, for your life. The sepoy will fire at you!'[3] At that point Pandey fired, with the consequences outlined in the last paragraph.

Hewson had charged towards Pandey as he was fighting with Lieutenant Baugh. He then locked in combat with Pandey and was knocked to the ground from behind by a blow from Pandey's musket. The sound of the firing had brought other sepoys from the barracks; they remained mute spectators. At this juncture, Shaikh Paltu, while trying to defend the two Englishmen called upon the other sepoys to assist him.[2] Assailed by other sepoys, who threw stones and shoes at his back, he called on the guard to help him hold Pandey, but they threatened to shoot him if he did not let go of Pandey.[3]

On the order of the jemadar in command of the quarter-guard, a man called Ishwari Prasad, the sepoys advanced and struck at the two prostrate officers. They then threatened Shaikh Paltu and ordered him to release Pandey, whom he had been vainly trying to hold back. However, Paltu continued to hold Pandey until Baugh and the sergeant-major had had time to rise.[2] Himself wounded by now, Paltu was obliged to loosen his grip. He backed away in one direction and Baugh and Hewson in another, while being struck with the butt ends of the guards' muskets.

In the meantime, report of the incident had been carried to the commanding officer General Hearsey, who then galloped to the ground with his two sons. Taking in the scene, he rode up to the guard, drew his pistol and ordered them to do their duty by seizing Mangal Pandey. The General threatened to shoot the first man who disobeyed. The men of the guard fell in and followed Hearsey towards Pandey. Pandey then put the muzzle of the musket to his breast and discharged it by pressing the trigger with his foot. He collapsed bleeding and with his regimental jacket on fire but not mortally wounded.[2][3]

Pandey recovered and was brought to trial less than a week later. When asked whether he had been under the influence of any substances, he admitted to having used bhang (cannabis) and opium of late.[3] He pleaded to not knowing what he was doing when intoxicated. He stated steadfastly that he had mutinied on his own accord and that none had played any role in egging him on. When asked to defend himself, he said, "I did not know what I was doing. I did not know who I wounded and who I did not. What more shall I say? I have nothing more to say. I have no evidence".[4] He was sentenced to death by hanging along with the jemadar. His execution was scheduled for April 18, but was carried out ten days before that date. The jemadar Ishwari Prasad was executed by hanging, on April 21.[2]

The 34th B.N.I. Regiment was disbanded "with disgrace" on May 6 as a collective punishment, after an investigation by the government, for failing to perform their duty in restraining a mutinous soldier and protecting their officer. This came after a period of six weeks while petitions for leniency were examined in Calcutta. Shaikh Paltu was promoted on the spot to the post of Havaldar (native sergeant) by General Hearsey, for his conduct during the incident.[2]

The Indian historian Surendra Nath Sen notes that the 34th B.N.I. had had a good recent record and that the Court of Enquiry had not found any evidence of a connection with unrest at Berhampur involving the 19th B.N.I. four weeks before (see below). However, Mangal Pandey's actions and the failure of the armed and on-duty sepoys of the quarter-guard to take action convinced the British military authorities that the whole regiment was unreliable. It appeared that Pandey had acted without first taking other sepoys into his confidence but that antipathy towards their British officers within the regiment had led most of those present to act as spectators rather than obey orders

CBI investigation :-
New Delhi, Aug 27: The Central Bureau of Investigation (CBI) on Friday told the Supreme Court that the special anti-riots cell of the Delhi Police had conducted ‘sham investigations and farce prosecutions’ to apparently shield senior Congress leader Sajjan Kumar in connection with his role in a 1984 anti-Sikh riots case in which six persons were killed.

The investigating agency an affidavit urged the apex court to vacate the stay it granted on Kumar’s trial in August 13 after the former Member of Parliament challenged his prosecution.

The CBI pleaded that the stay ‘seriously prejudiced’ the prosecution against the Congress leader.

An apex court Bench comprising Justice P Sathasivam and Justice B S Chauhan while taking on record the affidavit – posted to September 7 the final hearing of the CBI’s plea to prosecute Kumar for the Delhi Cantonment riots.

The Delhi High Court had on August 20 rejected a plea to stay the trial of Sajjan Kumar in connection with his role in a 1984 anti-Sikh riots case.

Kumar has two cases registered against him, one of which, a case involving the death of five persons in the Delhi Cantonment area, has been stayed.

The Delhi High Court had on July 19 dismissed Kumar’s petition challenging a trial court’s order to frame charges against him in the case.n the order, Justice Vipin Sanghi questioned the motive of the Delhi Police in cancelling the First Information Report against Sajjan Kumar when the CBI was still probing the matter.

Justice Sanghi directed the trial court to hold the proceedings against him expeditiously in the anti-Sikh riots cases.

The trial court had on July 7 framed charges against him in another case in connection with the riot case.

The trial court had in May this year framed charges under Sections 302 (murder), 395 (dacoity), 427 (mischief to property), 153A (promoting enmity between different communities) and other provisions of the IPC paving the way for trial of Kumar and five others.

The Supreme Court had on March 29 granted relief to him, saying it would not intervene with a Delhi High Court order that granted bail to Kumar in the case.



The Delhi High Court had on February 26 granted bail to Sajjan Kumar in connection with two cases registered against him in the 1984 anti-Sikh riots case.

The Karkardooma Court had on February 23 issued a fresh non-bailable warrant against Kumar and slammed the Central Bureau of Investigation (CBI) for its failure to arrest Kumar and others accused in the case.

Earlier, the court had issued two non-bailable warrants against Kumar, who had surrendered before the court on March 10.


NEW DELHI: A woman, whose father was killed during 1984 anti-Sikh riots here, on Wednesday stood by her earlier statement in a Delhi court that he had seen senior Congress leader Sajjan Kumar inciting the mob during the carnage.

"It is incorrect to suggest that I had not seen Sajjan Kumar in the area or that he had not addressed any gathering on that day," Nirpreet Kaur testified before additional sessions judge Sunita Gupta.

The court concluded the recording of statement of Kaur who had been examined for 13 days.

Kaur also said that she had informed CBI investigators about the place where she had seen the senior Congress leader inciting the mob during the riots.
