Use ip bans only - when you see one user entering from different ids and misbehaving. 

Also, try not to ban a user from the ip, as it only takes a few seconds to change ip, while another 20 to create a new id.

Sandhu_Boys - you're one of the oldest memebers on PJ. Eddan diya gallan tuanu shobah nahi dendiya. You should be working with mods not against them. Eddan gallan kar ke kise mod nu provoke karoge te onha ne vi murho jawaab dena hi aa, no one will sit there and get disrespected.
