A decision to this effect was taken at a Cabinet meeting chaired by Chief Minister Parkash Singh Badal here. A spokesman of the Punjab government said the procedure had been rationalised in view of the request made by Confederation of Real Estate Developers Association of India and National Real Estate Development Council to the Chief Minister for reduction in government charges.

News Khabran / FARMERS TAKE TO BANANA CULTIVATION IN PUNJAB
« on: July 30, 2010, 10:05:35 AM »

Majitha July 30:
Banana cultivation is becoming popular among the Punjabi farmers here as a viable and alternate crop than the traditional wheat and rice.
Banana cultivation at present covers over 500 to 700 acres in the State and is expected to expand further. Earlier, farmers in the border areas, were hesitant to take to this crop as an alternative from their traditional crop due to harshly frosty conditions during winters. But the innovative farmers like Karmjeet Singh of Wadala Virum village overcome these teething troubles by using 'Culture variety' that can withstand the fog and winter.
"I started banana farming last year when I saw my cousin in Sangrur earning a handsome income from banana crop. I am also expecting a good yield," said Karmjeet Singh. Karmjeet said that along with banana cultivation, he also harvested various vegetables in the same land and earned about Rs. 100,000.  The Grand Naine variety of banana is considered as the best suited for cultivation in the border belt of Amritsar.
Profits from banana cultivation in a year from one acre of land can go up to Rs 200,000 to 250,000 in third year. According to Dr. Baaz Singh, Deputy Director Amritsar Punjab Horticulture Department, Punjab consumes bananas worth nearly 400 crore rupees annually. He says Punjab farmers should avail this opportunity to cater to their own domestic market. Presently, the banana is coming from Maharashtra. Locally produced banana would be comparatively better in quality. The banana coming from Maharashtra costs more due to transportation.

News Khabran / MAKE THE BORDER MORE SECURE, PLEADS PUNJAB
« on: July 30, 2010, 10:02:09 AM »

Chandigarh, July 29
Alarmed at increased militant activities in the state, Punjab is pleading with the Centre to plug the international border with Pakistan ‘more effectively’.
Seizures of narcotics, arms, fake currency, point out senior officials, have all gone up in recent months, indicating heightened activity from across the border. And although much of the border has been fenced, more effective measures are needed to curb infiltration, they felt.
Deputy CM Sukhbir Singh Badal told reporters that he would be writing to the PM and plead for more intensive patrolling. “We have reports that militants as well as drugs are being pushed into Punjab from Pakistan,” he said , and added that, if necessary, more security personnel need to be deployed on the border.
Punjab would also demand better use of technology and more sophisticated cameras on the border, he said. Police and Intelligence sources said that recent arrest of militants indicate clear attempts to revive terrorism in the State. They claimed that radical elements across the border were feeling the pressure from the ISI and were trying to increase terrorist activities in Punjab.
Emerging trends show that youngsters who are desperate to settle abroad are being instigated to indulge in terrorist activists. Rattandeep Singh, who had planted a bomb in a car in Amritsar recently, was found to have his family in Canada and he himself was keen to save enough money to enable him to migrate.
The sources said militants also wanted to take their families out of the country while citing the case of Harminder Singh, who was involved in the Shingar cinema blast of October 2007. It is claimed that Harminder returned to make arrangements for his family to migrate.
Most of the militants are flying to India from either Malaysia or Nepal after procuring travel documents from Pakistan. Sources said the militants now prefer to land in South Indian cities and then make their way to Punjab, making it a little more difficult for law-enforcement agencies to nab them.

News Khabran / BADAL SEEKS PM’S INTERVENTION ON GHAGGAR PROJECT
« on: July 29, 2010, 08:22:44 PM »
Chandigarh/New Delhi July 29:
Punjab Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Singh Badal sought personal intervention of Prime Minister Manmohan Singh to declare the channelisation of river Ghaggar as a national project to check the recurrence of floods in future and save the people from its fury on permanent basis.
Accompanied by Deputy Chief Minister Sukhbir Singh Badal, Chief Minister Badal called on Manmohan Singh in his office at Parliament House in New Delhi on Wednesday afternoon. The Chief Minister urged the PM that the channelisation of the river Ghaggar was the need of the hour and should be taken up on the priority basis to save Punjab and Haryana from devastation as it was responsible for floods leading to heavy losses of life, property and crops in the region.
Badal informed the Prime Minister that the cost of the channelisation of river Ghaggar in Punjab would be approximately ` 1,175 crore and would require construction of embankments, other flood protection works and remodeling of cross drainage works across river Ghaggar in Punjab and Haryana.
Seeking immediate revision of norms under Calamity Relief Fund (CRF) for crop loss as these were too less and far inadequate, Badal impressed upon the Prime Minister to issue directions to the Ministry of Home Affairs for the enhancement in compensation to ` 10,000 per acre for the entire land holding of the farmers from the current scale of just Rs 1,600 per acre limited only up to two hectares.
Demanding one-time complete debt waiver or at least debt re-scheduling for another 30 years, Badal said that Punjab was still reeling under severe financial crisis due to staggering debt and recommendations of the 5th Punjab State Pay Commission. He pointed out that the total accumulated debt was of nearly ` 65,000 crore mainly due to decade-long militancy and the net borrowings of the State would be ` 6,586 crore alone during the current fiscal.
Moreover, the State was in debt trap as debt servicing was to the extent of nearly ` 5,700 crore every year. The Chief Minister also urged Singh to advise the Union Ministry of Petroleum and Natural Gas for allocation of gas at the Government-administered price for 1000-MW gas-based power project at Ropar expeditiously, for which the land was already available and the arrangements for gas transportation had been finalised with GAIL.
Badal also requested the Prime Minister to direct the Ministry of Coal for assured coal supply through allocation of coal block of high quality, since there was a great shortage of power in the State and moreover we had already tapped all the hydro potential and now left with only alternative of thermal power.
Likewise, the Chief Minister also sought coal linkage for 2640-MW Gidderbaha power project as the Central Electricity Authority (CEA) had already recommended coal linkage. The Chief Minister also sought the Centre’s approval for the execution of 500-km road project under Pardhan Mantri Gramin Sadak Yojana in the four border districts namely Amritsar, Tarn Taran, Gurdaspur and Ferozepur.
