In canada, it works if they are still in school. Kind of still dependent on their parents.

If he is out of High school for more than 4 years. (high School age around 16-18) He is gonna be considered Independent (means take care of himeself)
And for immigration only dependent childs are allowed.

No, I don't think it works for children 21 years or older.

If she is still studying then she will be considered dependent,if she is married or has been out of school for a while or she is working, then she would be in-dependent. All dependent kids can come with the parents, independent can not.

ok read dis :  :excited:

This category includes the brothers and sisters of U.S. citizens. To apply for a green card for his or her brother or sister, a U.S. citizen must be 21 years of age or older. Furthermore, to qualify as a brother or sister of a U.S. citizen, both the brother or sister and the U.S. citizen must have been children of the same parent.

Immediate family members of the brother or sister may also apply for a green card with the brother or sister of a U.S. citizen at the same time. The annual visa allotment available for this preference is 65,000, plus any visas not used by the first three preferences. Please see "Visa Bulletin" for the latest information on usage of the visa quota.

There are two scenarios for brothers and sisters of U.S. citizens to apply for immigration:

•The first scenario is that the alien brother or sister is already in the United States in a nonimmigrant status. In this case, the U.S. citizen may only file an immigration petition (I-130) for the brother or sister. The brother or sister has to wait for the immigrant visa number to become current before he or she may apply to adjust to permanent resident (I-485). During this waiting period, the brother or sister needs to independently maintain a valid nonimmigrant status.
•The second scenario is that the brother or sister is outside the United States. In this case, the U.S. citizen needs to file an immigration petition and request that the U.S. Citizenship & Immigration Services (formerly Immigration & Naturalization Service) notify a U.S. Consulate in the country where the brother or sister lives. Once the immigration petition is approved and an immigrant visa is available, the National Visa Center of the U.S. State Department sends a forms and information package, "Packet 3", to the U.S. citizen. After the necessary forms are completed, the brother or sister goes to the U.S. Consulate overseas to apply for an immigrant visa. On the day that the brother or sister enters the United States on an immigrant visa, he or she becomes a U.S. permanent resident.

Parents of U.S. citizens are eligible to apply for permanent resident status as immediate relatives, but only if the citizen is 21 years of age or older.

To qualify as a parent of a U.S. citizen, a person must meet the similar test as for the child, except that the citizen can be married and must be over 21 years old. It means that if the U.S. citizen is adopted, the adoption must have been finalized before the child's 16th birthday, the parent must have legal custody of the child for two years (before or after the adoption), and the child must reside with the adoptive parent for two years (before or after the adoption); and if the U.S. citizen is a stepchild of the alien parent, the current marriage must have been taken place before the child's 18th birthday.

One thing to point out is that the father-in-law and mother-in-law of a U.S. citizen are not "parents" of the U.S. citizen for immigration purposes.

There are two scenarios for parents of the U.S. citizens to apply for immigration:

1.The first scenario is that the alien parent is already in the United States. In this case, the U.S. citizen can file an immigration petition (I-130) and the parent can file an application to adjust status to permanent resident (I-485) at the same time.
2.The second scenario is that the alien parent is outside the United States. In this case, the U.S. citizen needs to file an immigration petition and request that the U.S. Citizenship & Immigration Services (formerly Immigration & Naturalization Service) notify a U.S. Consulate in the country where the parent lives. Once the immigration petition is approved, the National Visa Center of the U.S. State Department sends a forms and information package, "Packet 3", to the U.S. citizen. After the necessary forms are completed, the parent goes to the U.S. Consulate overseas to apply for an immigrant visa. On the day that the parent enters the United States on an immigrant visa, he or she becomes a U.S. permanent resident

NO. She can't come with her parents because she is 22. However, the petitioner ( your cousin who is citizen or perm resident in states) can apply seperatly for her siblings. The process for her parents would not take that long  but the siblings usually take few years.(it used to take up to 10 years :hehe: but i've heard it takes about 5-6 years now.  (depending on residence state of petitioner)
