It's because the joke you posted had words that the computer thought were swear words:

The computer locks any non-VIP/Gabru/Mutiyar/Mod/Admin user that tries to swear. Another female user, NIMANI KAMAL was also locked because she posted a boli that had partial-swear-words in it.
