Here was my answer:
This problem is deliberately trying to confuse people. We all agree that initially the share for each of the 3 friends is $25, to make the total $75.  But then with the discount, each of the friends get $1 back, so, to the friends, their share is now $24 each. So there is no missing $1, we must ignore that the waiter stole the $2, because we don't need to think about that for accounting.  To the friends, the $2 that waiter took are part of the bill.
