I didn't read the entire problem yet, solution is pending.

As for locking the topic, the rules state topic should only be locked once an admin replies with a resolution.

Therefor topic has been unlocked.

rules are same for every one be that its admin mod or a user... every one has to abide them.. no one can just mould the rules accordingly and can be biased
